Extraterritoriality in China. Full text of draft treaty and

subsidiary documents as agreed betweer Lampson and Wang

ad referendum is being sent by this week's mails. It will be understood that the text has been compiled from Lampson's telegraphic reports and will therefore be subject to

verification when full account of negotiation is received from Lampson by despatch.

Secretary of State for Foreign Affairs in answer

to a recent Parliamentary Question intimated that unħil

political conditions in China make it possible for a final

agreement to be concluded it would not be desirable that the

results so far reached in the negotiations should be made

public.
